The Davis-Bacon Act of 1931 requires contractors and subcontractors working on federally funded construction projects over $2,000 to pay their workers the locally prevailing wages and fringe benefits. These prevailing wages are determined based on similar projects in the area and are meant to ensure fair compensation for laborers and mechanics. 

Community Development requires monthly reporting during construction and a final report.

Section 3 applies to projects that are fully or partially funded with HUD financial assistance. All Waukesha County HOME, CDBG, or HOME ARP grant recipients in excess of $200,000 in grant funds for a project involving construction must adhere to Section 3. Section 3 requirements include labor hour tracking and meeting required benchmarks and providing documentation of qualitative efforts taken to support Section 3 Residents and Business Concerns.
