 Runway Safety Area Expansion Project Commences


Proposed Silvernail Road Relocation Project to Meet FAA Safety Requirements

Waukesha County Airport is working in coordination with state and local agencies on a project that will relocate a portion of Silvernail Road to enable the airport to comply with Runway Safety Area (RSA) requirements of the Federal Aviation Administration (FAA). The environmental planning stage of this project is nearing completion. The project design and coordination is scheduled for 2017-2018 and construction will take place 2018 - 2020.

RSAs are the areas surrounding each runway that are smoothly graded, and capable of supporting the passage of an aircraft in the event of a departure from the runway on takeoff or landing. Currently, Silvernail Road encroaches on the Runway 10 RSA by as much as 500 feet on the west, and Pewaukee Road encroaches on the Runway 28 RSA by as much as 400 feet on the east, which clearly does not meet the standard. To resolve the problem, the airport has been working with its engineering consultant, state and county agencies to develop a solution that will bring the RSA into compliance and minimize impact on the neighborhood.

In considering combinations of roadway and airfield modifications, a realignment of Silvernail Road, together with a 400-foot westerly shift of Runway 10-28, has been identified as the best approach for the airport, the neighborhood and the environment. The relocation of Silvernail Road will have minimal impact on traffic surrounding the airport and no impact on airport operations. However, it will have an impact on six properties directly adjacent to the airport to the west. It will also result in some adjusted height restrictions for properties to the west of Grandview Road. We are working with the affected property owners on a case-by-case basis.

Waukesha County Airport – Proposed Runway 10/28 Safety Area Improvements

A Preliminary Environmental Assessment (EA) document has been prepared which evaluates a proposed County Airport improvement project, in accordance with Federal Law. The project includes the following:

  • Re-align Silvernail Road to the west.
  • Shift Runway 10 by 400 feet west with corresponding extensions to Taxiway A.
  • Shift Runway 10 approach lights, glideslope, PAPI and AWOS by 400 feet west.
  • Acquire and transfer property to accommodate a realigned Silvernail Road and shifted approach lights.
  • Relocate the Runway 10 localizer array and shelter outside of runway safety critical areas.
  • Implement declared distances for both directions of operation on Runway 10-28.
  • Construct new access roads to the relocated navigational instruments.
  • Remove the non-standard parallel taxiway along the north side of Runway 10-28.
  • Extend or relocate storm sewer culverts outside the Runway 10-28 safety area.
  • Perform grading operations associated with the proposed improvements.
  • Construct dry storm water management facilities for the proposed improvements.
  • Widen the Taxiway A alignment transition to Design Group 2 standards.
  • This project does include wetland impacts.

A concurrent Public Hearing/Public Information Workshop will be held on Wednesday, March 29th, from 5:30-8:00 p.m. at the Waukesha County Expo Center at 1000 Northview Rd, Waukesha, WI. The purpose of the workshop is to provide the public with information on the EA and the opportunity to speak with County personnel and their consultant. All interested persons are invited to attend and to present concise, relevant oral and written statements concerning the economic, social and environmental effects of the development and its consistency with the goals and objectives of each affected areas land use or planning strategy.
