Coordinated Services Team (CST)

What is CST?
CST is a family centered, community-based initiative that aids with the development of a coordinated system of care for youth with mental health, substance use, and behavioral health needs. CST is a team process, giving parents voice, access, and ownership to what happens in their family. CST focuses on team building using the Wraparound Philosophy. It offers a family the means to address their concerns while maintaining their voice in the process of planning.
Who is Eligible for CST?
The CST Initiative is for youth who are involved in multiple systems of care such as mental health, substance abuse, child welfare, youth justice, special education, or long-term care.
To take part in this program, the following criteria must be met:
- Residency and Age: Must be under 21 and a resident of Waukesha County.
- Commitment to the CST Process: Both the individual and their family must be willing to engage in the Coordinated Services Team (CST) process.
- Mental Health and Substance Use: The individual should have mental health or substance use challenges impacting major life activities, as determined by the CST assessment.
- Multi-System Involvement: Participation in two or more service systems is required, such as mental health, special education, juvenile justice, child welfare, or long-term care.
- Risk of Out-of-Home Placement: Youth facing potential out-of-home placement due to severe emotional and behavioral issues.

Coordinated Service Team (CST) Coordinating Committee
The Waukesha County CST program is overseen by a coordinating committee that ensures the CST program is delivering appropriate services in a manner that results in positive change for youth who are enrolled. The mission of the Coordinated Services Teams Initiative Committee is to collaborate with families, schools, and community partners to support the wellbeing, quality of life, and inclusion of children and adolescents with significant mental health, substance use, and behavioral concerns in Waukesha County. The committee is comprised of parents whose children are involved in at least two or more systems of care along with stakeholders from Child Protective Services, HHS Clinical Services, HHS Coordinated Services, representatives of Juvenile Court, the School District of Waukesha and Economic Support.
