Our Plans

Waukesha County adopted a Comprehensive Emergency Management Plan (CEMP) in 2013 as the result of collaborative efforts between Waukesha County Emergency Management and the many other governmental, non-profit, and private sector departments and agencies that have assigned roles and responsibilities. The CEMP provides the framework for Waukesha County and partner entities to respond to public emergencies within our communities and regionally. The CEMP establishes a unified command and control structure for emergency response operations to ensure a coordinated and effective response. The CEMP also incorporates the concepts and processes of the National Incident Management System as the standard for emergency response operations.

The Waukesha County Integrated Preparedness Plan (IPP) outlines the threats, hazards, and risks facing Waukesha County, as well as internal and external factors influencing our preparedness priorities for 2026-2028. This plan outlines our preparedness priorities and the steps needed to build and sustain our capabilities, tailored to our community's specific needs. It provides direction, accountability, and coordination for our efforts.

Priorities consist of goals and objectives primarily involving municipal and county partners, emphasizing collaborative actions that recognize our shared responsibility to prepare for, protect, support, and assist local governments and the whole community.

This plan serves as a living document that will be updated and refined annually or as needed to enhance our community’s ability to build, sustain, and deliver the capabilities required to respond to and recover from incidents and disasters.

The Federal Emergency Management Agency (FEMA) and Wisconsin Emergency Management approved updates for the 2021 Hazard Mitigation Plan for Waukesha County. This plan includes a Hazard Analysis and information about mitigation projects in Waukesha County.

The plan aimed to address water-based hazards such as flooding, dam failures, and drought at a watershed level. It conducted vulnerability assessments for these issues and proposed mitigation strategies and projects. The primary objectives included coordinating flood hazard mitigation, improving risk assessment and flood forecasting, promoting regional community and infrastructure protection efforts, developing a resilient long-term plan, and identifying potential funding sources. 

Mitigation planning efforts with partner agencies within a watershed is the first of its kind in FEMA Region V.
